Manual installation: Back up your existing MODS//Client.dll and Server.dll, and overwrite them with the Client.dll and Server.dll included in the zip file then copy the hdm_cfg_server.xml, hdm_cfg_client.xml, hdm_database.xml, and hdm_historical_events.xml to the same folder as the Client.dll and Server.dll.

The current release of the mod is 11.3, dated July 17, 2022. In theory, this mod could be combined with any other mod that doesn't also change the Client.dll and Server.dll, and still be playable. The mod is purely an SDK mod, so only the Client.dll and Server.dll are changed.
